Bid to stop chlorine in water will be futile By Bridget Rutherford and Julia Evans ANY ATTEMPT today by city councillors to stop Christchurch’s water being temporarily chlorinated could be futile – the region’s health boss can over rule them. Medical Officer of Health Alistair Humphrey (right) said he could issue the city council a compliance order to chlorinate if there was a significant risk under the Health Act. Yesterday, The Star surveyed city councillors on how they will vote today on chlorination after it was revealed on Tuesday the water supply was at risk of contamination. Mayor Lianne Dalziel, councillors Vicki Buck, David East and Anne Galloway said they would vote for temporary chlorination. Cr Raf Manji said he is likely to vote that way also but was still to make a final decision. Councillors Jamie Gough, Mike Davidson, Pauline Cotter, Tim Scandrett, Deon Swiggs, Glenn Livingstone, Yani Johanson, and Jimmy Chen said they wanted more information before deciding what way to vote. •Turn to page 4

AS MUCH as many of us don’t want chlorination of the water supply, unfortunately commonsense must prevail (see page 1). Our water is delicious; pure untreated water from natural reservoirs. It has been like this since the formation of the Southern Alps millions of years ago when the Australian and Pacific tectonic plates collided. When the rain clouds coming off the Tasman Sea dropped their liquid load onto the mountains and into the Canterbury foothills, it found its way east across and under the fertile plains and into the natural reservoirs we draw from today. It’s called artesian water and it is amongst the best in the world. I hope the chlorination is temporary and the repair programme is successful. But the world’s weather patterns are changing, as they have throughout the ages, and we humans must simply adjust and adapt, which we are very good at. But I will taste the difference with chlorine in my glass. – Barry Clarke

Visitors included the Queen, the Duke of Edinburgh, the Prince of Wales and Princess Anne. A highlight of the

opening ceremony was the New Zealand Army Band’s spectacular novelty marching routine. Seen on international live TV, the idea was soon copied by bandsmen throughout the Commonwealth. On January 25, 1892, African explorer H M Stanley visited the city. On January 25, 1974, Cantabrian Richard Tayler won the 10,000m in record time (right). Tayler was honoured as 1974 Sportsman of the Year. On January 26, 1883, the New Zealand Shipping Company

began a direct steam service to the United Kingdom. On January 26, 1974, Christchurch students Mark Treffers and Janie Parkhouse won gold medals in Commonwealth Games swimming events. On January 27, 1860, writer Samuel Butler arrived at Lyttelton on Roman Emperor. He is best remembered for the novel Erewhon, published after his return to England several years later. On January 28, 1851, fire destroyed a large part of Riccarton (Deans) Bush.

IRISH RUGBY superstar Ronan O’Gara will front the media for the first time today, just days after getting his first taste of a now traditional Christchurch aftershock. The Munster man has spent the past five years coaching at Racing 92 club in France and this month has uprooted to Christchurch with his wife Jessica and five children Rua, Molly, JJ, Zak and Max. The Crusaders new backs coach hasn’t taken long to display his sense of humour in Christchurch. On Saturday O’Gara took to twitter in cheeky fashion after a 4.2 magnitude earthquake. He tweeted: “The bed was rattling in the middle of the night and it wasn’t what you’re thinking!! 4.2 Mag Earthquake in Christchurch. #allisgood. In typical style his good friend and the man that took his no 10 spot in the Irish team Johnny Sexton quipped back saying “No 6 on the way.” O’Gara is Ireland’s second most-capped player behind Brian O’Driscoll and the sixth most capped in rugby union history. His is the all-time highest points scorer for Ireland and is the fourth highest in international history. The 40-year-old is also a keen racehorse fan and owner. He tasted victory with Bachelor last week at Kempton Park, England.

In Brief DR BASHFORD SERVICE A service will be held tomorrow to farewell a leading obstetrician who delivered more than 10,000 babies during his career. Harry Bashford passed away earlier this month after a long illness aged 76. Dr Bashford graduated from Otago Medical School in 1966. He was a tutor specialist at Christchurch Women’s Hospital and obstetrics and gynaecology clinical director. The service will be held at St Barnabas Church, Fendalton. INJURED GIRL RESCUED An injured 10-year-old girl and her mother were airlifted from rocks in Little Akaloa, Banks Peninsula, on Monday. The girl was fishing with her family when she slipped and dislocated her left knee at about 4pm. Police said the rescue was urgent due to the incoming tide.

UPGRADE AND repair work on the Aurora Centre at Burnside High is likely to be finished a month after it was due to be completed. The performing arts centre has been undergoing a $2 million upgrade for weather tightness and earthquake damage repairs since the start of the month. However, due to the complexity of the work, the building, which was expected to be completed by February, won’t be open until at least March.

BURNSIDE ALUMNI PLAN Former Prime Minister John Key, rugby player Andy Ellis and author Eleanor Catton could soon be part of an alumni association at their old school, Burnside High. The second biggest school in the country is investigating the possibility of establishing an association for past students. More than 4200 Housing New Zealand properties in the city have had new, photo-electric smoke alarms installed as part of a $2 million investment into Christchurch’s social housing. It has also installed more than 1100 more secure driveways as part of the driveway safety programme, which began in 2013. It aims to reduce the risk of children being run over in the driveways of state homes, by installing fencing, self-closing gates with child-resistant latches, speed restriction signs, speed humps and convex mirrors where appropriate.

But I don’t think they would need to be applied. “Although there is a very small probability of contamination, the consequences are so serious the council should be responsible.” It was revealed on Tuesday, the city has lost its secure bore status because some below ground wellheads were not sufficiently sealed to prevent surface groundwater contamination. City council staff had been aware of this since December 22 but had not

informed Ms Dalziel until January 15. A work programme is under way to upgrade all city council wells by December. The city council is now looking at accelerating the programme so it could be finished by October. It has been recommended water be temporarily chlorinated until the work is completed. It is currently safe to drink the water – the risk

Said Cr Buck: “I will vote yes because what’s going to happen is if we don’t do it then the medical officer of health is going to tell us to do it anyway.” “If he was saying permanently chlorinate, which he is not, I would be voting differently.” The Government has recommended water throughout the country be chlorinated following the Havelock North inquiry. But Dr Humphrey said Christchurch was a “special case” and they could fight that. If city councillors voted against the chlorination recommendation now, it could hurt that case in the long term, he said. Buck stops with councillors By Bridget Rutherford A CHRISTCHURCH man has taken a political stand against the controversial cycleways with a blank wall, a paintbrush and a stencil. Robert Beasley has called out city councillors for voting in favour of the Quarryman’s Trail in graffiti on his father’s building on the corner of Hazeldean Rd and Antigua St. The cycleway is currently being built and runs along Antigua St, south of Moorhouse Ave. The plumber has painted portraits of city councillors Vicki Buck, Phil Clearwater, Mike Davidson, Anne Galloway, Pauline Cotter, Sara Templeton and deputy mayor Andrew Turner onto the building with the title “the honourable CCC cycleways comittee (sic)”. Below them it says “so vote these people back in if you want to keep living in a dictatorship.” The city councillors were part of the temporary Major Cycleway Routes Committee and voted for the Quarryman’s Trail to run along Antigua St in 2016. Quarryman’s Trail is one of 13 cycleways to be built across the

city, costing $156 million. They have been contentious with businesses saying the loss of parking will cripple them. Mr Beasley said the cycleway had taken away on-street parking. He fears it will make it

difficult to rent an empty unit he was renovating in the building. “I just felt that the city council cycleways were basically in hiding.” Although he knew the cycleway would remain, he wanted to

hold city councillors accountable for their decisions. “We need to know who we’ve voted for and what they’ve actually been doing.” Mr Beasley said he had done graffiti at home, but this was the first political one. He had received “lots of positive feedback.” “I’m alright with a stencil and a brush and I feel quite strongly about this building.” Cr Templeton said the graffiti was more effective and showed more thought than online “trolling”. Cr Buck and Cr Davidson said it was freedom of speech. Cr Cotter said it was “quite flattering”. “You can hardly call it a dictatorship. It’d be a breeze if we had a dictatorship. All that money we could save on consultation.” Cr Galloway said she was keen on getting a photo of her on her bicycle next to it. Mr Beasley said he met with Cr Templeton yesterday and she ran him through the process of how the cycleway routes were decided, which was helpful. The Quarryman’s Trail will run from Halswell to the central city.

Draining pond doesn’t stop midge problem By Sophie Cornish THE DRAINAGE of an oxidation pond in Bromley to reduce midge numbers has not worked. The process labelled ‘sun-baking’ was an attempt to expose the sediment beneath the ponds to dry out, removing the moisture the midge larvae need to survive. Fed-up resident Janet Profit said it hasn’t worked and rising temperatures are causing numbers to increase, driving her ‘insane.’ It is causing her and her neighbours to suffer from what she calls MD – ‘midgey depression’. Coastal-Burwood Community Board member Tim Baker agrees. “They are just as bad, if not worse because of the weather,” he said. Mr Baker is calling for a widespread survey about the affect of midges on residents. “What I would call for is the council to quickly and simply do a survey of at least 1000 houses . . . it needs to be done ASAP,” said Mr Baker. The Integrated Midge Management Plan which is under way by the city council covers a range of solutions including earthworks, civil installations, vegetation, planting, screening, sampling and chemical control.

ECan pays for driving, retirement courses By Bridget Rutherford RATEPAYERS ARE funding driving courses and retirement planning for Environment Canterbury staff. Since January 2016, ECan spent $23,210 on 38 various training courses for its chief executive Bill Bayfield, councillors and leadership team. The figures were released to The Star under the Local Government Official Information and Meetings Act. Among the list was a $1555 driving course for chief executive Bill Bayfield and retirement planning for staff. Bill Bayfield The most expensive course was a Strategic Visioning workshop in San Francisco, attended by an ECan director in September. It cost $5320 for the director to attend. That included $1620 in course fees, $2450 for flights, $750 for accommodation and $500 in travel expenses, such as food. Two councillors went to Making Good Decisions Foundation

The top five ECan staff are paid between $180,000-$429,999. Mr Bayfield’s salary is $427,012. In February 2016, Mr Bayfield took part in an advanced driving course and light motor vehicle driver safety programme costing $1555. ECan communications and external relations director Katherine Trought said Mr Bayfield had a “low speed minor nose-to-tail” crash on State Highway 1 during work time in August 2015. There were no injuries and little damage, she said. Mr Bayfield went on a one-day course to ensure he was “driving safety

Who is spending what on booze Figures show tourism, events group tops list By Bridget Rutherford THE CITY’S new tourism, events and economic development agency spent more on alcohol in five months than other publicly funded organisations did in a year. Figures released to The Star under the Local Government Official Information and Meetings Act show ChristchurchNZ spent $5248 on alcohol since being established in July. That was more than the Canterbury District Health Board, Environment Canterbury, Development Christchurch Ltd, Regenerate Christchurch, Greater Christchurch Group, Selwyn District Council and Otakaro had since November 2016. ChristchurchNZ bought alcohol for events including its August launch, which was attended by 133 people, at a cost of $1194; a tourism business partner function costing $1716; and a farewell for outgoing

chief executive Tom Hooper at $498. It paid for alcohol at popular eateries – such as Inati, Fiddlesticks, Twenty Seven Steps, Venuti, Fat Eddie’s, O.G.B, Little High and the Crowne Plaza – for various events. The InstaMeet event in November involved $333 of alcohol for spot prizes, networking and a dumpling-making course. The InstaMeet brought together photographers and ‘Instagrammers’ to promote the city on social media. A ChristchurchNZ spokeswoman said it needed to attract visitors, talent, major events and businesses. “To do so we need to, on occasion, extend hospitality to individuals, businesses and organisations who are considering investing in or work in partnership with us to promote the city. “The collated alcohol expenditure in our first five months of operation should be considered in the context of the number of people that ChristchurchNZ

has hosted – which is almost 700 individuals and equates to expenditure of $7.71 per person over this time.” She said alcohol expenditure was covered by its sensitive expenditure policy, which states entertainment and hospitality expenditure must be in connection with stakeholder liaison or team building. Purchasing alcohol was not “considered lightly”, she said. “We only do so where it is appropriate to do so culturally and would be considered by the majority to be out of place not to do so.” DCL spent $1627 on

alcohol since November 2016, most of which was on events for “building external relationships”. It spent $452 on booze for the New Brighton playground preconstruction function with the project team and contractor. Meanwhile, Environment Canterbury spent $1518 on booze, which included staff farewells, alcohol for thank you gift hampers following the 2016 Kaikoura earthquake, and an end-of-year function for some staff. The CDHB spent $222 on nine socialisation events for the residents of Tuarangi Home, an aged care facility in Ashburton, which was funded from donations for “patient comforts”. It also spent $193 on alcohol at a meal attended by seven people in which the CDHB hosted international health delegates who were visiting to see the Canterbury health system in November 2016. A city council spokesman said it could not determine how much it spent because alcohol came under the overall hospitality order. “In most, if not all of these situations, the exact detail of the order is not itemised, for example the alcohol costs would usually not be separated from the rest of the catering costs.” The Selwyn District Council has spent $3924 on alcohol, and $1272 on non-alcoholic beverages since November 2016. Functions at which alcoholic beverages were served included a fire chief pre-season meeting, Port Hills fire activities/debriefs, and community response team training working dinners.

No winners when tackling heavy Heavy trucks are more prevalent on residential streets following the February 22, 2011, earthquake – and some residents aren’t happy. Bridget Rutherford looks at why it is happening, and what can be done about it IT’S A catch-22 situation. They can be big, noisy and shake homes as they drive past. But they also deliver services and goods to different neighbourhoods, and they are a big part of the rebuild. So what are the rules around heavy vehicles using residential streets? And can they be banned? The city council has always had the ability to restrict heavy vehicles from using particular streets, but only under the Land Transport Act. City council Aaron transport Haymes operations manager Aaron Haymes said it required the police to enforce the ban and take every breach to court, which was “time consuming and inefficient.” He said the new Traffic and Parking Bylaw 2017, which comes into force on March 1 would make it easier to do. Under the new bylaw, the city council can prohibit or restrict any specified class of vehicle for its size or the goods carried if it is unsuitable on a particular road. “The bylaw changes make a breach of the heavy vehicle ban an offence against the bylaw for which the police can issue an instant infringement notice,” Mr Haymes said. already had bans on them, including Hornby’s Seymour and Branston Sts, and St Johns St in Woolston. Trucks are allowed to use them if they are servicing residents. Retirees living on Wigram’s Lodestar Ave have campaigned

for more than a year for trucks to stop using the route. Lady Wigram Retirement Village residents put up signs asking drivers to use another route as the trucks were noisy and rattled everything in their units.

It resulted in a group of them being verbally abused by the retirement village’s owner John Tooby, who told them to “grow up” and “get a f***king life”. They had already approached Wigram MP Megan Woods and the Hornby-Halswell-Riccarton Community Board about the problem to no avail. Mr Haymes said for the last 25 years, the city council had worked to a four per cent rule when determining whether to put a ban in place or not. If the city council received a complaint about heavy vehicles, it would need to be verified by a heavy vehicle count. If the number of heavy

vehicles was higher than four per cent of the daily total, a ban could be imposed by the relevant community board, Mr Haymes said. Less than four per cent was considered normal, he said. “These HV bans are not put in place to prevent legitimate HVs using a street to service a dairy, shopping complex or deliver furniture or building supplies, but to stop the HV through movement of rat running/short cutting through a residential area.” City council staff have done a traffic and speed count of Lodestar Ave. The count found on average there were 1943 vehicles using the road each day, which was at the “higher end” of traffic volumes. But it found there 32 heavy vehicles or buses using the road each day, which equated to 1.6 per cent of all traffic – less than the four per cent threshold. The city council plans on doing another traffic volume and speed count midway through the year to compare. It did find there was a speeding problem on Lodestar Ave, with about 300 vehicles a day going at or above 60km/h when the speed limit was 50km/h. The city council asked police to patrol the area more. Fendalton’s Glandovey and Idris Rds are facing a similar problem with trucks. The Glandovey, Idris and Straven Residents’ Association had been trying to get heavy vehicles and trailers off Idris and Glandovey Rds since the intersection was upgraded in 2013. They say the trucks are noisy and made the roads unsafe for pedestrians, cyclists and other motorists. The association commissioned a report that found trucks could not go through the intersection without cutting into other lanes due to its design.

The engine brakes and acceleration was noisy and made his house shake. His letter is to be discussed by the Fendalton-WaimairiHarewood Community Board on Monday. New Zealand Trucking Association chief executive David Boyce said trucks needed to use some streets to deliver goods to each area, such as fuel to service stations and goods to supermarkets and stores. “If they’re in an area it’s because they are providing services to these areas.” He said there was a lot of construction near Lodestar Ave the area, requiring trucks. Idris Rd was a common route between supplies being dropped off at Northlands Shopping Centre and Westfield Riccarton, he said. “These trucks need to service these places. It is an arterial road that people would go down,” he said. “It’s not that the industry is unsympathetic to people, they certainly are, but I don’t think anyone goes down these streets without good reason.” He said there would be examples where restrictions could be put on streets, and the new bylaw would allow for that. “You wouldn’t take a 20m truck down some streets. But you might need to take six or seven metre trucks down there to load your furniture, or pick up your wheelie bin.” Mr Haymes said because of the rebuild following the February 22, 2011, earthquake, most roads had seen an increase in trucks. He said nationally heavy vehicle movements were increasing, which was a sign of an active economy. “NZTA is predicting an increase of approximately 30 per

cent over the next 15-20 years.” Other cities have banned trucks from using some routes. Hamilton has stopped freight from passing through on certain streets, while Cromwell had also put in heavy vehicle restrictions. A heavy vehicle has a gross mass of greater than three tonnes, and does not exceed 44 tonnes. NZTA journey manager Lee Wright said heavy trucks that exceeded general access limits, such as those carrying a house, needed to apply for a permit to use highways. “Given the rebuild not only of houses but essential piping infrastructure, it is inevitable that locally-employed truck drivers have to use some residential streets to get to work sites and deliver resources to work sites,” she said. “The trucking industry is generally very responsive to the need to keep trucks off residential streets and on highways and key arterial routes.” •HAVE YOUR SAY: Do you think heavy vehicles should be banned from more residential streets in Christchurch? Maddie’s recovery from kidney surgery going better than expected By Emily O’Connell WEST MELTON teen Maddie Collins is exceeding expectations by taking her first steps alone, only days after a potentially life-saving kidney transplant. Maddie, 14, and her family were told on January 16 their five-year wait for a kidney match had been found. They flew from Christchurch to Auckland early the following day and Maddie underwent the initial operation at 1pm at Starship Children’s Health. Maddie’s mother Sarah Manson-Collins said hospital staff are “gobsmacked” by her recovery. She said Maddie may be discharged to Ronald McDonald House, Auckland, on Friday. Mrs Manson-Collins said some of the almost $300,000 raised for Maddie will be used to cover transplant expenses and the rest will be saved for future medical costs. She isn’t sure how long this kidney will last but hopes it’s “quite a few years.” Complications following the transplant meant it was a long night for the family. Maddie’s new kidney was not working and had no blood flow to it due to a kink in an artery. The surgery was expected to take four to six hours. But after Maddie was taken out of theatre, she was later rushed back in. Surgeons reopened her and unsuccessfully tried to restitch the artery to remove the kink. They then tried to shorten the artery, but that did not work either. Maddie’s new kidney was then removed and surgeons re-positioned it in a higher position.

MIRACLE KIDNEY: Maddie Collins is doing well at Starship Children’s Health after a potentially life-saving kidney transplant last week.

Her second surgery lasted for more than seven hours. Mrs Manson-Collins said Maddie’s kidney disease, nephrotic syndrome, had not returned yet. Maddie will now spend a few months in Auckland resting and regaining her strength. She received a kidney transplant from her father Adam Collins five years ago but her body rejected it. With only a two per cent chance, the family

did not expect to find another kidney match in New Zealand. They were planning a trip to The John Hopkins Hospital in Baltimore, United States, which had been looking at new kinds of transplants, to find a match. Mrs Manson-Collins said they feel for the family of the donator who lost their loved one, but they were also really thankful for the donation. “We’re so grateful to the family who has donated their family member’s organs so that our daughter can live. Chch link to rocket launch By Sarla Donovan A PHOTO of Rocket Lab’s successful Electron rocket launch this week has gone around the world, much to the excitement of the man who took it, former Sumner resident Kieran Fanning. The self-described ‘electron wrangler’ at the Auckland-based space company took the image which has been spotted in American, Indian, Russian and European newspapers. “So stoked,” said Mr Fanning, who Kieran is an avionics Fanning engineer at the company, working on the rocket’s onboard electrical and electronic systems. “It was pretty surreal. As soon as it got downloaded, I knew it was the money shot. It was really cool to wake up in the morning and see a lot of space journalists that I follow, tweeting and talking about it and seeing it in news outlets all over the world.” Photography is a hobby of the 24-year-old who grew up

CDHB forced to release documents

By Bridget Rutherford THE CANTERBURY District Health Board has been forced to review what information it makes public after a complaint by The Star. The CDHB has now released the agendas and minutes of its Quality, Finance, Audit and Risk Committee from 2016 to The Star, more than a year after requesting them. The CDHB was told to release them by Ombudsman Leo Donnelly, who said the information should be to promote “accountability and transparency.” It is a move that has forced the CDHB to re-look at what information it makes public, and how the committee’s meetings operate. The Star requested the committee documents under the Official Information Act in September 2016, because they were the only ones not to be uploaded on the website for public access. Initially, the CDHB would not release them so The Star laid a complaint with the Ombudsman saying it was in the public interest. At the time, the CDHB was facing a budget shortfall of more than $35 million for the follow-

ing year. The year prior it posted an $18 million budget deficit. The committee meets regularly to discuss activities including commercial and industrial negotiations and risk awareness and management. It does not make decisions, just recommendations to the CDHB board. After discussions with the Ombudsman, the CDHB eventually released the documents to The Star with some redactions last month. Topics discussed at the meetings included finances, seeking expressions of interest for the air ambulance service, and the redevelopment and demolition plans at the time for Parkside and Riverside hospital buildings.

But CDHB chief executive David Meates said the board would now discuss how the committee would run in future. “It’s likely QFARC meetings will follow a similar format to our other statutory committee meetings, whereby, meeting minutes

of matters which are deemed to be in the public interest [and not subject to privacy or commercial sensitivity concerns] will be published in the board committee section of our website.” He said “in the interests of transparency” the CDHB planned to start publishing OIA responses deemed to be in the public interest, or relating to subjects widely requested. QFARC chairman Barry Bragg said each of the country’s 20 district health boards had an equivalent to the committee, and it was understood none of those were public. He said the CDHB argued to the Ombudsman a fundamental aspect of the committee was members and those presenting

Rising star stays true to his roots

By Julia Evans MARLON Williams has opened for Bruce Springsteen, sung at the earthquake memorial service and played on Later . . . with Jools Holland. And that is only the tip of the iceberg when it comes to the Lyttelton songwriter’s recent achievements. But in the midst of international success, the 27-year-old’s latest album has been influenced by his time growing up in New Brighton and Lyttelton. In the music video for Williams’ new single, What’s Chasing You, eagle-eyed fans will spot the New Brighton pier in the background. The video was shot on South Brighton beach by local filmmaker Martin Sagadin. It features a swaggering Williams who appears to bully other beachgoers with dance moves. He says he’s on a “bit of nostalgia trip” at the moment. The spot was chosen because the singer spent some of his earliest years living on Union St, one block back from the beach. But in terms of how much of an influence home has had on his songwriting, Williams said it’s hard to say.

“I pretty much only write music when I’m home so I guess there’s something in that,” he said. Harding’s vocals feature alongside Williams on the album’s debut single, Nobody Gets What They Want Anymore. The song tackles the way the pair attempted to navigate their separate demanding careers until they couldn’t. Williams spent three weeks tucked away in the port town, a

few houses down from his family home, with Lyttelton producer Ben Edwards and backing band The Yarra Benders, working on the album’s pre-production. Viewpoint Congrats Jacinda HEARING that a friend is pregnant with their first child is always really wonderful news. It’s even more special when you know how much that friend has wanted to be a parent. Hearing that news from a friend who also happens to be the Prime Minister of New Zealand, however, is the kind of special that happens pretty much once in a lifetime. Like all New Zealanders, I’m absolutely thrilled that Jacinda and Clarke are going to be welcoming their first child into the world in June. Raising a child in the public spotlight is never easy, but the new baby will be lucky enough to have some of the kindest, most grounded people I know as parents. I have absolutely zero doubt they are going to be wonderful parents. As well as how happy I am for my friend on a personal level, I also know that this is great news for our country. Already in the public reaction to the news, it’s clear how proud New Zealanders are that we are the kind of modern, forward-looking country where a young woman

can hold an important role like this and raise a family. This is only the second time in modern world history the leader of a country will be giving birth in office. One thing that’s really come through in the public reaction to this is how great it will be for a whole generation of young women to grow up with the role model of a working mother as Prime Minister. As Jacinda has said, she won’t be the first woman to have to juggle the complexities of a career and family. For all the other women around the country who are doing the same thing, I think it will be amazing that they will be able to look to the leader of our country and know she is tackling the same challenges. I STARTED writing this column last week and began with the words “happy new year and may 2018 bring all that you hope for. The Drinking Water Standards currently have three criteria for achieving secure groundwater status: 1. Bore water is not directly affected by surface or climate influences. 2. The bore head must provide satisfactory protection by being sealed at the surface.

‘Silent’ earthquakes: Why we

Scientists are investigating the 2016 Kaikoura earthquake’s role in setting off numerous ‘silent’ quakes and the affect they might have on us. Jamie Morton reports THE KAIKOURA earthquake might best be remembered for shaking mountains, tearing apart highways and heaving a long strip of coastline out of the ocean. But, amid what was one of the most complex earthquakes ever recorded, something else strange happened that scientists are still grappling with. When big quakes like the 7.8 jolt strike, they fire out seismic waves that roll through the earth and can trigger new quakes further away. But the knock-on effect observed in the wake of the November 2016 calamity wasn’t one that set off those short, sharp, violent events we normally think of as earthquakes. Instead, the results were deepseated, slow-burning “silent” events that can carry on from seconds to years, and displace faults without ever being felt by us on the surface. These were observed over much of what is our largest and most active plate boundary fault, the Hikurangi subduction zone, which lies about 600km from where the main shock was detected. “This widespread, distant triggering of slow-slip was really surprising, and we think it occurred due to stress changes from the passing Kaikoura earthquake seismic waves,” said Jon Carey, a soil mechanics scientist at GNS Science.

Beneath the subduction zone Tectonic plate movements at subduction zones, where one plate is forced beneath another, are best known for having kicked off some of the world’s most catastrophic quakes. Most recently, they’ve included

the 2011 Tohoku earthquake and tsunami off Japan, which killed nearly 16,000 people, and the 2004 Boxing Day 9.1 quake and tsunami, which left as many as 280,000 dead. But advances in GPS monitoring have revealed how these danger areas produce other types

of quakes, among them silent or “slow-slip” events. These events may heap stress on nearby fault zones, and play a big part in activating disastrous quakes. In spite their threat, the underlying mechanisms behind them still aren’t well understood.

“Determining how slow-slip events are triggered during and after earthquakes is very important, as the triggered slow-slip events may have an impact on the likelihood of earthquakes following the main shock,” Dr Carey said. For instance, a magnitude 6 earthquake that struck near Porangahau, Hawkes Bay, in late November 2016 was likely caused by a slow-slip event that itself had been set off by the Kaikoura quake earlier that month. The state-of-the-art scientific drilling ship, JOIDES Resolution, is recovering sediment samples off the North Island’s East Coast. Dr Carey and international colleagues have now begun piecing together the process, using sediment samples recovered from the Hikurangi subduction zone. They’ll also draw on samples from Japan’s Nankai Trough, another feared subduction zone that’s been the source of a dozen massive “megathrust” quakes over the past 2000 years, the most recent killing at least 1362 people and destroying thousands of homes. Importantly, the study, supported by a $300,000 Marsden Fund grant, will also aim to establish whether slow-slip events could affect the likelihood of future quakes. While there’s not yet enough evidence to be certain, scientists say it’s possible the Hikurangi subduction zone could unleash magnitude 9 earthquakes. Geological evidence has suggested the last magnitude 8 earthquake happened about 500 years ago, although two quakes that measured more than 7 were recorded offshore of Gisborne in 1947. Modelling has shown that parts of the East Coast close to the Hikurangi subduction zone – like eastern Wairarapa – could be hit by a tsunami only 7min after a major quake.

When analysed, material from these landslides had revealed how rapid and slow landslide movements could occur in response to changes in soil and rock properties caused by seismic shaking from regional earthquakes. “Given that the overall physics governing both landslides and faults are in some cases similar, there are great opportunities to combine approaches from these fields to bring a unique perspective to the understanding of shallow slow-slip event triggering.” At the same time, a large team of researchers working under the International Ocean Discovery Programme were probing the Hikurangi subduction zone from aboard the scientific drilling ship JOIDES Resolution, off the North Island’s East Coast. Along with installing high-tech instruments beneath the sea floor to monitor changes during slowslip events and earthquakes near Gisborne, the scientists were also recovering core samples of sediments, which Dr Carey and his team would analyse themselves. “To undertake experiments designed to suitably replicate the conditions in the shallow subduction zone requires very specialist laboratory testing equipment,” he said. “GNS Science is one of only a few institutions world-wide with the type of instrument that can simulate the conditions within a shallow subduction zone and subject the sediment to simulated earthquake shaking.” Lab tests will first determine the physical characteristics of the rocks in each subduction zone, before specialist experiments are undertaken to replicate stress conditions at each site and measure how and when slow-slip

events are triggered by stress changes from passing seismic waves. “One hypothesis that we plan to test is whether or not the passing seismic waves cause a change in pressure from fluids in the fault zone, which might trigger the slow-slip.” All of the data would be combined with the movement records from what remain two of the world’s most rigorously investigated subduction zones known to undergo slip in shallow slow-slip events and generate large earthquakes and tsunamis. “We hope that this study will help to explain how distant earthquakes can trigger slow-slip episodes at subduction zones. “By determining how slow-slip events are triggered and their relationship to larger earthquakes at the Hikurangi subduction zone, we hope to greatly improve our understanding of the potential hazards subduction zone earthquakes and associated tsunamis pose to New Zealand,” said Dr Carey.

BLUEBERRY AND NECTARINE ROSE WINE DESERT Ingredients 1½ cups rosé wine ½ cup caster sugar 1 Tbsp gelatine 1 cup blueberries 2 nectarines Serving of vanilla ice cream Directions Combine the wine and sugar in a saucepan. Stir over medium heat for 5-6min or until the sugar is completely dissolved and the wine comes to a simmer.

EASY BARBECUE LAMB LOIN CHOPS

8 lamb loin chops 1 handful fresh parsley

2 lemons 3 garlic cloves 2 tsp mint 1 pinch to taste salt and freshly ground pepper 2 Tbsp oil

Combine rind of one lemon, two tbsp lemon juice, crushed garlic, mint (dried), salt, pepper and oil in a small bowl. Place lamb chops (mid-loin) in a shallow dish and pour

Reduce heat to low. Transfer 1/4 cup of the hot wine mixture to a small bowl and sprinkle over the gelatine, stirring to dissolve. Pour the gelatine mixture into the rest of the hot wine and stir well. Remove from heat and set aside for 10min to cool but not set. Divide half the blueberries among four serving glasses. Peel and slice one of the nectarines and divide between the glasses. Carefully pour half the wine over the fruit and refrigerate for 30min. Top with remaining blueberries, nectarine and wine, then cover glasses with plastic cling film and refrigerate until set. Serve with vanilla ice cream.

Be wise and don’t waste water

WITH THE hot weather and sunshine, it’s a pleasure to be outside in the garden. But this time of year can be a real challenge and you will need careful planning and proactive measures to ensure your garden survives the height of summer. Water and mulch are your top weapons to help keep your garden lush, healthy and productive. The best mulch is a form of organic matter that is applied as a layer on top of your soil in your garden, around plants, trees, and especially in pots. Organic mulches aid water retention by hindering water evaporation, keeping the moisture in the soil. Valuable nutrients are also added as mulch breaks down over time. It improves the soil quality and structure by encouraging micro-organisms and worm activity. You can purchase bulk or bagged mulch from your local garden centre. A thick (50-100mm) layer of mulch around your plants will help suppress weeds. This means your plants are not competing for

root space and nutrients. When mulching around trees, don’t apply it up to the trunk – think donut shape around the trunk instead. Make sure you mulch new planting areas too as soil left exposed to the hot summer sun will lessen in goodness in and have reduced water content. When it comes to watering,

regularly check irrigation systems if you have them and make sure all sprinkler heads are operating well and the timer has been set to suit the summer weather. Be regular when watering your garden, little and often is best, avoiding the hottest part of the day when plants are heat stressed. Once a day in the early morning or evening up to three times a

week should be plenty, but increase this if the heat is extreme. Some plants such as roses and trees require deep watering to encourage deep root development, so apply extra water to those plant types in the early part of the day. Water until it begins to puddle on top of the soil which means the soil has reached its water holding capacity. Avoid getting

foliage wet as this can promote the spread of disease on plants like tomatoes and roses – aim for the root zone instead. Don’t over water – too much of anything is not good. If there has been plenty of rainfall you will not need to water as regularly. With many plants (trees and shrubs particularly) if they are not watered well and regularly over the hotter summer months, they will stop growing. Check your indoor plants. Increase watering and if necessary and reposition plants by avoiding placing them too close to sunny windows. Don’t forget about plants in pots or containers, keep them well watered and remove any weeds. If you apply mulch and maintain a consistent watering regime then you can expect excellent results with continued growth through the hot summer months. This is critical when establishing a new garden as you want plants to grow to maturity as soon as possible.

Get your leeks growing – they need heat By Henri Ham LEEKS ARE another of those plants that I often get people telling me they struggle to grow. Instead of producing solid, large leeks, these frustrated gardeners talk of shrivelled, spring onion-look-alikes. Leeks are not a set and forget type of plant, they require a little love and attention, and if looked after will be a handy and tasty vegetable to have in the garden. And now is a really good time to plant them. They take a long time to grow, so in order to be ready during winter they need to be in the ground soon. Now is also a good time because even though they need cold weather, they like to get started while the weather is still warm. Find a good place to plant.

They need to be grown in full sun and the soil needs to be welldrained. So if your soil is dense and compact, break it up with a garden fork and dig in some compost and well-rotted manure. This will help improve the quality and drainage. Leeks also prefer the soil to

be a neutral to slightly sweet pH - around 6.5 to 7.5pH. So if you’ve had a bit of rain (which can make the soil sour or acidic) I recommend adding some lime to the soil a few days before you plant to help raise its pH level. I also suggest digging in a good general fertiliser to help

give your seedlings the right head start. When you’ve got the soil all sorted dig a small trench. Next place the seedlings in the trench, approximately 20cm apart. Leeks need space to expand, and grow best when planted in rows. Fill in the trench with soil to the top of the stems, leaving the leaves at the top exposed. Now, give your leeks a light water. Try to keep the soil constantly moist, without being too wet. The tricky part of growing leeks is they need constant moisture but can’t stand water-logged conditions. So, for the first few weeks after planting, you will need to check on the soil every couple of days until they are well established. As your plants grow, regu-

larly fold in the soil around the stems. Doing this will ensure they increase in size and will help to achieve white, chunky, stems. As I mentioned at the start, leeks like the soil to be welldrained and lose. Hoeing the soil gently on a regular basis will keep the soil light and fluffy and your leeks happy. It will take around three to four months for your leeks to be ready to harvest. The easiest way to tell when they’re ready is just to keep checking the size of the part that sticks out of the soil. When that part is looking nice and thick, pull one up and have a look. A successful harvest will produce leeks approximately 15cm tall and 5cm wide. And trust me, nothing beats home-grown leeks.

Long drive no problem to entry-level Astra I’M A man on a mission. All too many of my rock ’n’ roll heroes have died recently, so I’m intent on seeing as many of those still touring and performing as I can. The 60s and 70s are widely regarded as the greatest era of recorded music, and one of my idols had hits through that period – Vincent Damon Furnier. Otherwise known as Alice Cooper, the godfather of shock rock performed recently in Wellington, and I seized the chance to see him play. Considering I had an Interislander voucher to use up, I chose to drive to Picton and sail to the capital on the ferry. Well, it was a bit of mission getting to Picton from Christchurch, requiring the long inland route after the Kaikoura earthquake took care of the coast road, although now that road has been reopened. The car I had for the seven-hour drive on the inland route was Holden’s Astra R hatch and it was perfect for the journey - quiet, comfortable, capable and economical. The entry-level Astra is a 1.4-litre model with manual transmission, a six-speed unit. There is another engine available in the Astra line-up, notably a 1.6, but the 1399cc turbocharged unit is a real honey. There was never a point where I thought it wasn’t up to the task. Holden claims power outputs of 110kW and 245Nm which are generous for an engine of this size, and if you take into account the areas where maximum torque arrives - 2000rpm to 4000rpm - it’s not working to fill the transmission gaps, turbo lag is almost non-existent. To be honest, I mostly used the driver selectable sport mode, it’s management protocols tend to make the throttle a little more lively, and it will even allow the engine to relax slightly as you back off the accelerator for changes, but the engine still picks up sweetly even if you short shift, such as I did as a fuel saving measure. On that subject, Holden claim a 5.8-litre per 100km (48mpg) combined cycle average. Having covered almost 1000km at mostly highway speed, the evalua-

tion car’s fuel usage readout was constantly listing 6.6l/100km (43mpg), and it was good to see the average constantly lowing, even in the uphill sections. On the subject of figures, the Astra in this form will also accelerate keenly. Sure, it isn’t a sports car, but with an under 10sec time to make 100km/h from a standstill, it is no slouch either, easily keeping pace during the hard yards. It will also complete an overtaking manoeuvre (80km/h to 120km/h) in 6sec. I had many overtaking opportunities, the turbo delivers at all points of the rev band and gearing, the Astra R constantly feels lively. The Astra in all forms is an adept handler. High grade models in the range do have the benefit of an upgraded rear suspension in the form of a Watts linkage in conjunction with the multiple link mechanicals, however, the entry-level car doesn’t get that, but it still has contained suspension movement, the rear end feels tightly connected with the road. The other benefit of fully independent suspension systems is to promote ride and handling qualities. That is taken care of without

too much firming, in my introduction I mentioned how comfortable the Astra is, the spring and damper rates are set soft-to-medium and the ride is glorious. The road from St Arnoud through the Wairau Valley is taking a pounding from the increased traffic, bumps and ruts are everywhere. Road crews are working to repair it, but there are always areas where the surface is uneven, the Astra dealt to the big hits with dignity, quickly settling suspension movement. The Astra also turns sweetly into a corner, it can be pushed through the steering and doesn’t rely on the quality of the tyres (225/45 x 17in Michelin), there is little to suggest that the neutrality noticed through the steering is going to manifest in any other form. The Astra R proved itself on that long hike, it is a value model which offers a reasonable level of fitment for a $30,990 price tag. Sure, it’s simple, there’s not a lot of gadgetry, but there is everything that will satisfy, and it gets a five-star Australasian New Car Assessment Program rating. The Astra range in New Zealand is very extensive. Holden is marketing the line-up as a complete series for a vast array of buyers. As I’ve eluded to recently in my sedan evaluation, it is my favourite; but I’m smitten with the entry-level manual hatch, and it must be said that it performed admirably when I asked a lot from it. Up and down the north of the South Island is a challenge given the distance, but if I had to face that drive again in the same car I wouldn’t hesitate. It’s a car that offers a lot for little outlay, it’s a European design but it feels right at home on New Zealand roads.

CITY 2 SURF TRAINING PROGRAMME WEEK 3: Knuckling down and some tips on nutrition and weight loss In week 3 the early excitement of the City 2 Surf project you have undertaken is wearing off. You may not have sensed a big improvement in fitness levels yet and other commitments are getting in the way of training. After your determined start the first doubts set in: “Can I do this?” This is the time to knuckle down. You need another 2 or 3 consistent weeks before you notice a significant improvement in fitness and energy levels and perhaps some noticeable weight loss. Once that happens you will be well on your way. The best time of day to exercise is early morning. It is good to get it out of the way and it will energise you for the rest of the day. Later in the day you might just feel that little bit of fatigue or things crop up which will tempt you to say “tomorrow is

another day….” This can easily become habit and before you know it you have lost one or 2 training sessions every week. Of course you might have a good reason for not being able to get out early. Getting the children up and organised is one of these, although….is there a chance that your partner can play a role? Other times of the day for your training session are perfectly fine too but good planning is required. A light snack (toast/bread, fruit) before your early morning training session is generally recommended to assist your blood sugar levels. This also applies if you exercise later in the morning or afternoon. Breakfast or a meal after training will assist with replenishing energy stores. Exercising before going to bed might keep you awake for a while if you are a light sleeper.

Bates breaks Olympian’s record By Gordon Findlater PROMISING young swimmer Hannah Bates has broken one of Canterbury’s longest standing records in the pool. Bates, 17, set the fastest time ever recorded at the Swimming Canterbury West Coast championships in the women’s 200m individual medley. The open record was previously held by three-time Olympian and Commonwealth Games bronze medallist Helen Lesslie (nee Norfolk). The Aquagym swimmers time also broke the 17-year-agegroup record which was also previously held by Lesslie. Hannah swam the evening session in a scorching 2min 17.29sec shaving .06sec off Lesslie’s open record of 2min 17.35sec which has stood since 2000. “After my first race in the morning my coach told me he thought I could get the record,” said Bates “He was poolside smacking

At the Canterbury West Coast championships Bates also competed in breaststroke, freestyle, backstroke and butterfly events and won seven gold and one silver medal in total. For the seventh year in a row, the championships were held in Dunedin due to Christchurch not having a 50m pool. It was also a successful event for Christchurch club JASI which won the club points competition at Otago-CanterburyWest Coast championships. The Jellie Park-based club finished on 3806 points ahead of Dunedin’s Neptune Swim Club, 3391pts, Wharenui, 2615pts, QE II, 2505pts, and Aquagym, 1982pts.

From Wimbledon to West Coast By Gordon Findlater THREE YEARS ago Englishman Harry Weeds was representing his county on the lush grass courts of Wimbledon. At the weekend, he won the West Coast Open during which time he slept in his car at a campground. “I spent the first night in my car but had to have the door open all night because it was stinking hot. I splashed out on Saturday night and stayed in a cabin,” said Weeds. Now living in Woolston and a Cashmere Tennis Club member, he dominated the cultured AstroTurf at the Grey United Tennis Club going unbeaten over two days of competition. The 23-year-old decided to

enter the tournament due to the holiday break in the Canterbury premier inter-club competition and to also explore the sights of Greymouth. Weeds went through the tournament relatively untested until his final match against Vaughan Kingi. Weeds found himself down a break in both sets of the match but rallied to win 7-6, 6-4. He also teamed up with Kingi to win the doubles title. Weeds was awarded $200 for winning the singles title and $75 for the doubles. “It was a successful trip. That covered all of my petrol, food and accommodation,” said Weeds. He celebrated his win by visiting the Monteith’s Brewing Co and spending some of his prizemoney on beer

Marketing a property is more than presentation and advertising. Conceptually, marketing is identifying what prospective buyers are looking for then providing this. of properties in the area justifies this. Real estate agents are in contact with prospective buyers so are aware of what they are looking for. Draw on their expertise and advice to help make the most of the selling opportunity. When promoting a property, mix it up and be creative so your property stands out from the rest. Present the features the property offers as benefits to potential buyers. Buyer perception is also significant. For example, properties that sit for a while can become stale. Resting the property by taking it off the market for a short time, then relisting perhaps in spring or when sales in the area appear to lift a little, can make a difference. However, if a property does not sell immediately there is no need for panic or dropping the price. It may simply be that the right buyer has not yet come along. If the mix is right your property will sell.

Live music is back!

LIVE music is starting back at the Cashmere Club with the return of Canterbury’s highly celebrated Mainland Big Band next Saturday night. With a long history of music-making, the band is recognised for its wide range of material. Delivering a little bit of rock, a little bit of pop, some lovely ballads and a touch of jazz, their play list spans the decades, from the 50's through to the 1980's and 90's. Saturday (3rd February). 7.30pm start. $10 door sales. Sunday Sessions are also returning in February, with live music every Sunday from 3pm - 6pm.
